A single seed will form a clump, on its own, in time. It's one of the most common self-sown grasses in my garden. So much I don't bother sowing seed for it any more. I just select the bluest volunteers and transplant them where I want them.

Festuca will thicken its clump with a haircut 2-3 times per year, at least in my zone.

Next time you sow seed, use as many as 25-30 seeds in a one-inch cluster, and you'll get quick clumps.
