I'm not sure where you are but here in the Midwest we have ornamental grasses planted everywhere. I've never seen a takeover, (or any) rats and/or snakes and I've been a landscaper for a long time.

Pampas grass, Cortaderia selloana, is rather different from most ornamental grasses. First, it is not all that hardy (z7) so not grown in the midwest, it is evergreen, it has razor sharp edges and in certain areas (CA), it is an invasive species.

Can rats and snakes inhabit a clump of Pampas grass? Yes, but it would need to be a fairly well-established and large clump. Smaller clumps simply do not provide sufficient hiding spaces and you can keep it small by cutting back periodically. Seeding is not really a concern in most areas, except for CA and they won't even sell the stuff there. So if you wanted to plant in a container, fine. Otherwise, site in an area where there is little chance of regular foot traffic or a need to get in and work the area - pampas grass is not a people-friendly creature :-))
