Location is the big thing. If you are planting in a moist well-drained sunny area, it should be fine. You should cut back ornamental grasses in early spring, before they start putting out new growth. I would cut yours back right away. If you wait too long, you end up with a bunch of leaf-blades with cut off ends. You generally don't need to fertilize OGs, or use small amounts of a general-purpose blend if you do. Even though most grasses are drought tolerant, you should water during dry spells the first year.
