Carex morrowii 'Ice Dance' sedge - cut to ground or not ?

I grow a lot of other grasses too, but last year was my first year planting several Carex morrowii 'Ice Dance' sedges. Their tips got a slightly brown and ratty over the winter, so I cut them back to about 10 inches about a month ago. Since then, they have not done much - the leaf edges and tips are a bit brown, but the center ribs are still green. But no new leaves appear to be coming up.

Are these late or very late risers like Panicums?

Do you cut these further to the ground more than my current 10-inch trim? Or, since they are nearly everygreen, do you hand-thin-out older leaves like one does for a clump of Helictotrichon sempervirens blue avena grass?
