problem with bearskin fescue

Last year I planted a couple of bearskin fescue (festuca gautieri). Recovering from the winter (which was long but not exceptionally cold)they don't look very happy; mostly brownish in the middle and green on the outer fringes. Is this normal and will they become healthy, overall green plants as they should be, or is this a sign that I should have divided them, as one usually does with fescues under these circumstances?
