Retarded comeback

In NH Seacoast area, many of my established grasses in exposed areas seem unusually slow to "wake up" from dormancy this year. Some have skimpy and darkly discolored new foliage showing. Winter was mild with snow cover, but wondering if the 2 moderate surprise frosts we had a few weeks ago may have set things back. Plants close to the house and in areas sheltered from the worst winds seem normal. Any thoughts?

willow same here- the exposed ones look like crap but the others look fine- i think the frosts had a lot to do with it.
