It sure is. It's hardy to zone 4.

When you say "last through the winter months and continue on into summer," I get confused. This, and most other perennial warm season grasses will enter a stage of dormancy in the fall. They require cutting back, almost to the ground in late winter/early spring, after which they regrow to their former splendor (or larger).

Yes...that's what I meant to say. I have a beautiful grass now that I don't know the name, but it looks just like this one and I do just what you stated... cut back in early spring. It's breathtaking to look at it.
