roadside tall grass I.D.

The past couple of years, I've noticed a "new" tall grass sprouting up along the roadsides in Maryland. The leaves reach perhaps 3-4' with flowering spikes a foot or two taller than that.

It's rather distinctive in that the flowering heads are two light-colored slender spikes atop a dark green stem arranged at a "V for victory" angle. Unfortunately I can't get a photo without risking my life on the highway.

Any ideas on what it might be?
