Growing prairie dropseed from seed

I know I need cold stratification to encourage germination of prairie dropseed, and I have a good idea how to accomplish that, but I have a question. I read that prairie dropseed may take up to three years to grow from seed. Does that mean it might take three years if I just put the seed in a pot or in my bed and did nothing else? Or does that mean it might take three years even if I forced cold stratification (in our warm climate here!) and took other measures (such as adding kelp or something to encourage seeds to germinate) to help the seed along?

I'm still pretty new to gardening, so I really appreciate any help on this. I've grown veggies from seed, but this is my first grass.
