Why not plant in fall?

I am wondering why ornamental grasses need to be planted early enough so they can get established before winter? Most perennials can be planted in fall. Is it a bad idea to plant in fall, or just not as desirable as spring? I am going to order a few plants from Big Dipper and they have Hakone grass--I am thinking of adding one to my order. Will it be unlikely to survive if I plant it in September?

What about other grasses? Like Carex or Pennisetum?
