Deadhead

I have some blue fescue that I am using for a border plant. I planted them in early spring as plugs and they have sure taken off and grown; they look great. But I hear that these can self sow readily, and that I should "deadhead" to prevent this. Can someone explain this concept and when I should do it? I assume it means to cut the grass down so the seeds can't sow, but when do I do it, and how much of the plant do I cut down?
