Getting rid of Pampas grass

I want to get rid of a Pampas grass,I used Roundup on it and have it killed but the center is hard, I have arthritis and can't use a pick any other idea how to loosen up that center don't tell me to burn it because it is pretty close to propane tank.

It will rot out over time. If you want to speed up the process, there are a variety of commercial products designed to accelerate rotting of tree stumps and such. Simply drilling holes in it, with your electric drill, will hasten rotting.
