Perennial Fountain Grass

I have two of these that just won't do anything, they look like the day they were planted, sad.

i've had them two years, and they just don't grow any, what could be the problem? they also barely have blooms, maybe two stalks and that's it.

I could be due to more than one reason:

Too little sun?
Pennisetum can grow in full sun to part shade, but will not flower well if it gets too little sun.

Too little moisture?
Pennisetum needs medium to moist conditions.

Poor soil?
Pennisetum is fairly tolerant, but will not thrive in heavy clay soil, or poor-draining soil.

plenty of sun, but we've had a VERY hot dry two summers. thanks for your imput
