Help for zebra grass?

I have a clump of miscanthus sinensis zebrinus given to me by a friend in its second year. It did not attain any increase in size this year and looks just as spindly as it did when I transplanted it.It does not appear unhealthy, it just didnt grow. It did actually have 2 flower stalks this year. It is in full sun, nice loamy well drained soil, I fertilized but not too much, kept it well watered. Is this grass just slow to take off or is it unhappy? I have a clump of japanese silver grass in its second year in a different spot that is at least 4 x bigger than when I planted it. It sits in soil that is a little clay-ey and I have never fussed with it at all. It is literally the envy of the block.

Should I move the zebra to a more clay soil as well, has it been pampered too much? I absolutely love this grass. (which is probly why it wont grow)
