Grass seed generally germinates well after it has been allowed to dry out thorougly.
Rub the seed heads through a sieve & winow out all the chaff. Then you can see if you really do have any seed.

You don't say what kind of grass they are...
Most grasses are easy warm germinators. You really should wait until April before sowing them. Definitely sow them in potting soil, indoors. When they develop a nice root system, divide them up potting one or several to a pot. When the temps warm up (early may for you?) then you can move them out to your garden.
