Ornamental Grass

ornamental grasses in shallow soil depth

I have a large (10' x 2') container that is only 11" deep, and I'm looking to grow ornamental grasses that will reach 2' tall. The container is up on a terrace -- it can be windy and there is full sun. I am in New York City. Does anyone know of anything that will work, or do I have to come up with something else? Any recommendations for tall plants that grow in a minimal soil depth?

I would guess any ornamental grass which is no taller than 2' will grow fine in 11" of the right kind of soil. They may or may not require periodic root pruning, because as they mature, they may become rootbound, but you'd likely need to divide them periodically anyway.
