Who determines what is a groundcover

and what is a weed? I happen to think Oxalis Pes-Caprae with its clover like leaves and pretty yellow flowers even though classified as an invasive weed looks as good as many accepted groundcovers, or the ground hugging scarlet Pimpernel with its tiny glossy green leaves and tiny scarlet flowers also looks good although considered a weed. I have both of them growing on my property, and as long as they aren't growing where I want to grow something else I leave them alone. They take care of themselves, and spread a little bit more each year. The one place Oxalis looks bad is if its a single clump all by itself, but if it covers a large area with no breaks it actually looks good. Plus they will both grow in my clay soil. Does anyone else have any weeds they are letting grow as ground covers?
