vinca minor fungus

I planted some vinca (periwinkle) about 1 1/2 years ago. Had some BIG trouble last year that was diagnosed as a fungus. I bought a (supposedly) great fungicide, but I'm not sure when I should be applying it for my area (Atlanta, zone 7a). I tried to do a search on it, but the timing varies based on where the article was written. The best I can figure out is that I should drench it once when the "new growth begins," but with the crazy weather we've been having, that would pretty much be now. I've actually got blooms on it! So, should I apply it now, or wait until at least the beginning of March when it probably should be putting out new growth?
