Flowering Ground Cover for Large Space

I have a tiered backyard - and I have one tier that is about 4 ft wide and 20 ft long and gets full sun. I pulled everything out and want to put in a simple ground cover that will quickly fill the space. I am looking for something that is about 6 to 12 inches high and flowers through the summer months. I am looking for low maintenance that will bloom year after year. The area gets some water - not much more that what rain will provide however. Any advice?

Summer blooming, perennial, 6-12" high, can handle drought, gets full sun, fast growing
