Ground between raised wall and stone path?

I have a partially raised pond that I will be putting stepping stones around this spring. I would like to add some kind of ground cover to soften the pond wall and grow between the path and the wall. In the winter I put a solar cover over the pond . You can see in the attached pic how the grass grew over winter where it was under the solar cover and also where the grass was crushed from blocks to hold down the solar cover. My hopes in winter is to place the blocks that hold the solar cover down on the stepping stones and not the ground cover.
So i need an idea of a good ground cover here, flowering would be nice, but nice foliage is most important , and evergreen would be nice as well if it makes it through the winter with the cover over it. Soil is well drained , not wet , drought tolerant would be good.

Candycane Phlox by the large rock and purple wintercreeper .

Why plant plant subulata which only blooms in early spring?Choose a variety that blooms throughout the summer. Any variety of euonymous would fill in nicely but be careful of your maple.

Have you thought about Synthetic Grass? Just an option i used it and it worked out great for me. It drains great and looks perfect. Contact www.turf-usa.com They will send you samples for free and you might be impressed. I used there Elite Fescue very thick and natural looking, also i looked at other compaines and they had the best price just FYI. Good Luck with it
