wandering jew color fading

I planted Wandering Jew as ground cover in my front yard last year, At first it was growing strong, but then after applying a thin layer of mulch it stopped growing completely and the leaves turned a sort of light blondish lavender. I expected the vines to come through the mulch but they just remained below. Anyone else experienced this? Was mulching a bad move?
