ground cover around foundation shrubs

When my house was built and the original landscaping put in, the landscapers used some type of holly bush. They spaced the bushes very far apart however not far enough to add more bushes in between them. So the bushes are growing but not together and we have huge spaces where weeds are taking over. Can I use a ground cover to grow between and around the shrubs to fill in and help weed control? If so, what would be the best to use.

Depends on whether you get sun or shade. In sun I'd say Roman chamomile, in shade maybe horned violet (winter pansy) or sweet woodruff. None of those are invasive here.

I love my Sweet Woodruff. It spreads like crazy, but I don't mind because it is so pretty while doing it.

Sweet Woodruff is beautiful,and I would suggest Mazus repens.
Expect them to move out, but I find I have to limit the Mazus just about once a year. It is evergreen, here.
