Groundcover for Roses?

I am looking for a low growing ground cover to act as a living mulch for my roses, and allow bulbs to grow through. I'm very interested in Sagina subulata (irish moss), maybe Corsican Mint... I'm hoping to find an evergreen, easy to grow, insignificant flowering, soft GC. If this works... I'm hoping to slowing replace my entire patchy yard... Let me know your suggestions & what you think of Irish Moss.
