groundcover for lawn replacement - zone 5

We have a 1/2 acre lot with a yard that gets full sun. The lawn is in very tough shape - mostly weeds. I don't know if we can bring it back with just fertilizer and water.

Was thinking about replacing what's out there with a groundcover such as woolly thyme to help cut down on maintenance. Foot traffic is not an issue. I don't care if the groundcover blooms. There is no sprinkler system, so irrigation would be just rainwater.

Is there a groundcover that I can overseed on top of the weeds hoping that it will choke them out?

Has anyone been successful in bringing back a lawn with fertilizer and water? We have about 25% real grass in most areas.
