spreading junipers seem to be dying out

Hi:

For many years, we have had low, spreading junipers covering part of a sloped bed in which is also planted daylillies and sedum. This year the juniper is getting all brown and seems to be dying out. How long do these plants live? It has worked great as a groundcover over the last 10 years and really prevented weeds from coming through. Also, it's always been quite vigorous and usually has to be pruned back.

Do I simply need to replace them....or....if anyone has some suggestions for a different groundcover, I'd appreciate it. We have dry, difficult soil. Our property is on top of a hill and we get alot of wind. I was thinking that maybe heathers or heaths would do well there? The green juniper foliage is a nice contrast to the daylillies in texture and color, but perhaps something different would be nice.

Any suggestions greatly appreciated.
