Problems with Weak Juniper Groundcover

I'm planning to list my house for sale in 1 or 2 months and I'd like to see if I can do anything with this Juniper groundcover that will make it look nice by then.

It has been planted for more than a year and it just will not fill in. Lots of gaps between each plant and they look unhealthy. I would buy more to fill it in quicker, but I heard they cant be planted any closer together and I don't want to waste the money if they are going to die.

I'm wondering if they don't get enough sunlight because of the shadow of the house? They face north and get full sunlight only for a few hours when the sun is straight overhead or in a position where the shadow doesn't hit that area.

Is there anything that can be done to stimulate growth or something I can do to will in the gaps while we wait for it to slowly grow in? Fertilizer, plant food or different watering schedule?

Otherwise, I want to just rip them all out and put in bark to clean up the area and give it more curb appeal.
