Need Help finding a really blue groundcover

Hello Everyone,

I've been looking for a 1ft tall evergreen groundcover that's really blue. The blue rug is too short and the blue star is too tall. There's nothing at any of my local nurseries so I'll have to order online. Nothing looks consistently blue that I've seen in google images. That's why I worry about ordering anything. I like how blue the Blue Star juniper is. Anything that blue in 1 ft?

I saw a Blue Pacific juniper today, but it really wasn't blue. Is there a way to make it more blue? Because it's about the right size. . . A little wide, but I was hoping I could keep it around 4 ft wide.

I'm just trying to not block the flowers that are behind it.
