Lowest Maintenance Mulch?

What is the best mulch that looks good and will suppress weeds and also is heavy enough that you can use a leaf blower over it to blow off loose debris without blowing the mulch away with it?
I though of rocks, but people say weeds end up poking through the rocks and it is extra work to keep it looking good. I'm looking for something that looks good with minimal work to keep it looking that way.
I will have a fabric weed sheet under it for extra weed protection.

I'm considering brown rubber mulch since previous shredded wood bark color faded in the sun so quickly.
