encouraging veronica?

Zone 5. We have a fair amount of what we think is creeping veronica, amidst various tall grasses, nefarious weeds, and some clover. The veronica seems to be doing OK, but we'd like to encourage it. Is there a rule for cutting/not cutting it?

At the moment, the veronica is still blooming. Our mower tops out at 3.5", which does trim the flowers. We've held off on cutting, which lets the taller stuff jump up. To keep that in check, I've been going over it with a string trimmer, just wacking off the tall ones. This is OK, but not a big thrill.

Is there a 'right' way to help a low cover get established in a situation like this?
