Spacing for Blue Rug Juniper

How far apart do I space my 1 gal. blue rug juniper? The tag says 6"- 8" apart, but I have read as far apart as 2 to 4 feet. I would like it to be fairly dense in order to have less weeds and erosion problems. I think I might go with 12 to 18 inches. That seems more reasonable than 6 - 8 inces. Any suggestions? I am so new to this. Thanks TerriB
