stepables that will come back

I should have originally posted my question here. So here goes....I'm looking for a stepable ground cover that can stand full sun and that will come back every year. I live in western PA. I'm finishing up laying sandstone for pavers and planted a few whoolly thyme in between them but I was told that probably won't survive the winters here. They were quite expensive so I definitely don't want to have to replace them every year. I'd try making my own moss but this is in full sun. Any suggestions?

If it's not a weed in your area - Hieracium? Phlox subulata?

Ground cover Sedums. Evergreen, flowers in Spring. Takes light foot traffic, spreads easily. Non-toxic, no pests, don't like to be soggy and prefer dry soils especially sandy ones. Nancy the nancedar

How about irish moss? I was told it will come back every year and can stand some direct sun. I bedded some sandstone in sand and want to put a groundcover in between the stone. Can I plant the irish moss right in the sand or should I add some soil?

I don't think irish moss is as picky about soil as it is about moisture. Here in hot NC it also needs shade.
