groundcover for hill

I volunteered to try to rehab the front of a local church-the front is a hill with steps up to the front door-faces east. Right now it's a mess, with lots of odds and ends planted by various parishoners. I think the best move would be to make a three foot perennial bed at the base and then groundcover up the hill. Is pachysandra or myrtle easier to root and tougher? Or do you have other suggestions. Thanks-

Pachysandra hrows deeper toots than myrtle....and if very easy to root. Find someone who had a patch and cut off some umbrellas and put up and keep moist.
Or you can simply plant the cuttings and keep very very moist.
