Junipers or...

Ive got a slope/embankment in my backyard that is too steep to mow (see attached picture).

I recently killed off all the weeds and planted about 60 blue-rug junipers. I then put pine straw on the entire slope. Now a few weeks later the weeds are coming up through the straw. Im about to put down some landscaping screen and replant the junipers as they havent started to root yet, and then mulch on top of the screen.

Are there any suggestions for something else I can do to keep this area weed free and not have to worry about maintenance or water.
