Something in my flower bed

this might not be the right place to post thing and if not please send me in the right direction.

I have mulch on top of my flower beds and along side of the house something comes up and has been spreading along parts of it. It looks like mold but when the hose hits it, it makes a brown cloud of smoke. Yesterday I got rid of the patch and today when I went out to look at it, there were 3 more spots coming up and the orignal spot was back. I kinda hosed them all down. I still have a pile of mulch in the driveway and nothing is growing there or any place else that I have laid it down.

Does anyone know what it is? and how to get rid of it.

I could wait another day or two and get some pictures if it comes back again, but it is terrible. I have some creeping phlox in the bed and I dont want this to damage it or let it not cover my flower beds.

Thanks for any help you can give me.

Sounds like dog vomit fungus (that's the common name, it doesn't mean a dog yakked there) or one of the slime molds. The powder you sent off with the hose was spores. It won't hurt your plants, don't worry about it.
