Semi-Evergreen Groundcovers

So many of the groundcovers I am looking at (blue star creeper, lysimachia japonica, mazus reptans) are "semi-evergreen," which means that they will stay evergreen in "mild" winter areas but not in "cold" winter areas. How do you define a "mild" winter area? Perhaps more to the point, has anyone had one or all of the groundcovers mentioned above stay reliably evergreen in zone 7a (0 degrees) or colder?
