Semi-Evergreen Groundcovers

So many of the groundcovers I am looking at (blue star creeper, lysimachia japonica, mazus reptans) are "semi-evergreen," which means that they will stay evergreen in "mild" winter areas but not in "cold" winter areas. How do you define a "mild" winter area? Perhaps more to the point, has anyone had one or all of the groundcovers mentioned above stay reliably evergreen in zone 7a (0 degrees) or colder?

My zone is 7a and I have found both Mazus reptans and the blue star creeper to be quite evergreen, here.
Not as ground hugging, but equally evergreen, I have found the bearberry, various sedums, and Vaccinium crassifolium to be evergreen. I also found a dwarf form on mondo grass that is always green.
I maintain a blog, and the Winter photos are still available among older postings, so all the mentioned are likely still shown.
