Novice in Northern NJ

I am a total novice. I live in Northern Jersey on close to the top of a hill. We have a shallow back garden because of the hill. THe hill portion gets a fair amount of sunshine and is covered with a variety of things including brambles, what appears to be pachysandra(?), a bit of poison ivy and some stuff that I have no idea what it is. It is also pretty rocky. It is quite an eyesore when you look from our deck so I want to do something. Someone recommended Crown-vetch, which appears would neaten everything up. Here is my question though. Can i weed whack everything down, everything seems pretty rooted, and then sew crown-vetch seed? Can I, and I need to remind everyone that I am a novice, just sew the seeds over the top of everything that is there? I am clueless on this stuff but I am on a tight budget both financially as well as from a time standpoint (long hours during the week, exhausted at the weekend). Thanks everyone!
