Tall GC that will take over grass weeds

I need some suggestions on hardy groundcover that will be strong enough not to get hurt by grass as weeds. I started a garden recently that I wanted to be an herb garden, but now I am open to anything to fill in this 100 cubic foot area that I over zealously started. The weeds are taking over faster than I have time to get to them. I planted some anise hyssop (nice and tall) and it is doing well. All my annuals are being killed by weeds and drought. Any other suggestions for sunny dry and under a pear tree (semi shady area). I know that is broad, but I want to fill space in fast so it much be faster than the weeds. Also- I plan on pulling all the weeds by fall so will plant whatever perrenials in place as soon as the weeds/grasses are gone and killed off. I have purchased a bunch of mulch also to help in the madness, but would love any suggestions. Thx in advance.
