there is a japanese painted fern that's normally less than 8" tall, has burgundy stems, and silver trim on the leaves, but that's my closest call...

but it sounds stunning :)

Look up the New Zealand plants called cotula or clotula. Some have extreme colors, although they seem intolerant of colder climates.
