hmm- how much sun is it going to get? foot traffic? rainfall? what is it 'for'... a patio, a walkway, just one of those horrible landscaping mistakes from the last owners? off the top of my head, I'd say a hardy succulent like ice plant, hens-and-chicks, or a sedum would be your best bet- sand and stone is their natural environment.

I have a couple of areas where I had to put gravel over putting in somthing like concrete. I do have slate stone set as a path and was looking into what would be a nice ground cover to put in between the stones to help make it more plesant looking. Now there would be only foot traffic in one area and wheel traffic in another area from the waste bins. My main concern is looks and growth, how would a low lying ground cover look with slate stone and an off blue colored gravel?

My first thought was wooly thyme because that's what we put in with our gravel which is greyish granite colored and grey patio stones. Being it has a slight blue tinge I think it'd be pretty and it doesn't care much about when it gets watered and we walk on it all the time. It does like full sun though, stays very flat and hasn't been out of control as far as growth.
