would annual doses of corn gluten keep new weeds from growing (from seed) in an established ground cover? or am I dreaming?

Corn Gluten is effective only for 4-6 weeks, so an annual application may work, but only if you are targeting spring weeds, or fall weeds. The trick is to time the application of corn gluten to coincide with whatever weeds are sprouting that you are trying to prevent.
