Ground cover that won't invade lawn

There is a berm on my property that runs along our property line. The slope on the berm is steep so it's not practical to cut with a mower. Also, there is no space between the bottom of the berm and the neighbors lawn for me to able to install a mowing strip or border. There are also stumps and other debris in this berm and air pockets where the soil wasn't compacted very well. I need suggestions for a plant that will grow fairly quickly to cover the berm, control erosion, and block out weeds, but not grow into the neighbors lawn. The soil is a sand/clay mix. Light conditions are mostly part shade but some areas may receive full sun or full shade. Any suggestions are welcome.
