I would try, but I like to experiment. I would use little pots or flats, coddle the seedlings, and, if successful, plant them later. Broadcasting the seeds does not work well for me, as weeds grow 10x better, and smother the seedlings.
Hardy plants like like my Plumbago, Plumbaginoides ceratostigma, I think, usually can be grown by planting seeds in Fall and overwintering the containers in a fairly sheltered spot, neither soggy nor dry. I save half the seed to try again in Earliest Spring.
