need help choosing a groundcover

I need some suggestions for a groundcover. I am in zone 9 hot a dry but will be watered well. 2-3 hrs of sun MAX, some morning, some afternoon. I want an evergreen low growing, under 10" tall & preferably one that blooms as much as possible.

Only thing I can come up with is vinca minor but am afraid of it going a bit crazy. Everything else I find needs more sun than I can give it.

Please any suggestions?

Star jasmine (Trachelospermum jasminoides) will thrive in part shade. May eventually get taller than your limit but will benefit from being sheared back annually anyway. Otherwise liriope or dwarf mondo grass will work well, also ajuga and both Vinca major and minor. Of these choices, the jasmine will produce flowers over the longest period and fragrant ones as well.
