Ground cover on extreme slope in scant rocky soil

I have property on Keuka Lake in New York and the water is accessed via a stairway and attached gazebo down a cliff. There are some trees and scruffy shrubs and grasses growing in many places in the cliff side so there is a mixture of sun a shade, but it can get hot and dry. There are many areas were there is a dry, scaley soil where maybe certain types of hardy vines or grasses, flowers or whaterver could grow. I am dumb about this stuff so if anyone has advice on what types of plants might take root and create ground cover please help. I would prefer an evergreen or even a perennial. Any kind plant you suggest for this application at all will do. In some places it is vertical so anything like a vine would be great. Thanks ahead of time!
