what's killing my hearts and flowers?

I live in Upcountry, Maui. I have a great deal of hearts and flowers ground cover in planter beds. I'm watching it die-off in huge patches. I thought it may be a fungus and sprayed it with Daconil. No apparent luck as the spread is continuing. I don't know if snails could be doing this or some unknown critter. Any ideas?
