Where to find inexpensive phlox online?

I prefer Emerald Blue, and I don't need a ton. Maybe half a dozen plants.

Does creeping phlox easily grow from seed? I'm OK with growing from seed instead. Thanks in advance!

Blue Stone Perennials offers small plants more reasonably than many other places. I have never tried to grow creeping phlox from seed, nor have I ever seen seed capsules forming or volunteers starting around the few plants I have.
