Good, Wide Ground Cover for Pennsylvania

I have a disabled relative. I just weeded out a 6ft x 8ft patch of old weeds, and now I need a good ground cover for it. I do not have time to take care of his small land.

I need something that will grow QUICKLY and will grow wide but not all that high (no more than 3 ft high) with no maintenance. It must grow immediately and be able to tolerate PA's erratic weather.

You may be looking for something that does not exist - ALL plants (except plastic ones) will need some periodic maintenance to look and perform their best and none grows so fast as to immediately outpace or totally supress weed development. I hesitate to suggest English ivy as it can be an invasive pest in many parts of the world as well as providing a haven for urban dwelling vermin, but it is very hardy and about as low maintenance as you can get. Otherwise, any hardy evergreen groundcovers suited to your climate and light conditions will suffice once well established. A visit to a local nusery or garden center should provide you with a good selection. Mulching well while they establish will help to keep weeds at a minimum.

Shade? Sun? Moist? Dry? Zone (or region: P'bgh, Pilly, H'burg, Scranton, Milford or DuBois)? Soil conditions? Are you willing to mulch (in the first year)? More info needed here.

Some ground covers are very low maintenance once established (even to the point that they make fallen leaves almost disappear), but none (that aren't ultra-invasive) will fill in completely the first year.

I like my Cranberry Cottoneaster. It is interesting all year but it is a medium fast grower.
