Ground cover for catch basin

I have a 10 foot diameter catch basin that receives rain water from two ditches. It then drains through a pipe into a third ditch and eventually into my neighbor's pond. I would like to plant some sort of ground cover. The catch basin is moist most of the year, but also has standing water during the spring rainy season. I had thought about Lysimachia nummularia aurea (Golden Creeping Jenny), but am concerned about its invasiveness--not so much for me, but for my neighbor.

Is there any ground cover that would survive being under water periodically? I am in zone 8A, and the area is in partial shade of a red bud and a river birch.

Houtonia might work but it is such a thug that I would never plant it, here. Forget-me-nots, of some species, actually like being in wet soil, and would tolerate some immersion.
Strangely enough, the sort I have has been growing well, after sulking at the edge of the rock-garden. I think it dies down for the Winter. Lysmachia punctata and turtlehead both seem to appreciate really moist soil, but die down in Winter.
