I really like this South African ice plant (Lampranthus plautus ) and I would like to know if anyone has had it come up again in their garden in the Spring.

Here is a link that might be useful: Ice Plant (Lampranthus plautus)

I like it too -- but I know that I planted it in a spot that was too wet and it didn't make it. I'll try again this spring.

I didn't know there was anywhere in Ontario that is zone 9b warm. -7C is your lowest temperature? Wouldn't you rather try a more hardy type of ice plant, like any of the Delosperma species?
