Moving shrubs from frozen ground

I am having a fence put in next week and I have to remove some bushes from the area that I'd like to keep but the ground is frozen still. Is there any way to do this easily? I was wondering if warm water would loosen it up enough, but would that also hurt the plant?

Could you put some black plastic, or clear plastic over it lite a tent, then fill some barrels and buckets with hot water, and create a microclimate?
